Director of Title IX
Position Summary
The Director of Title IX reviews, develops, monitors, coordinates and implements policies and initiatives associated with the University’s Title IX efforts as well as the diversity and inclusion strategic goals. Additionally, the Director of Title IX has primary responsibility for the University’s Title IX compliance obligations for students. This position serves as the Director of Title IX for students and is responsible for the development, implementation, monitoring and compliance with all federal Title IX and Clery reporting mandates.
Reporting to and providing support to the Chief Diversity and Belonging Officer, the Director of Title IX will provide leadership, in partnership with key university collaborators, for coordinating and guiding efforts to promote University-wide compliance with Title IX and diversity and inclusion initiatives. The Director of Title IX will assist with programs, services, and initiatives designed to enhance the recruitment and successful retention of students. The Director of Title IX plays a key role in fostering and maintaining a safe and welcoming campus climate for all members of our educational community. Specifically, the Director of Title IX will assess and monitor the campus sexual assault climate, provide support for University diversity and inclusion planning efforts, and report on progress toward strategic goals.
The Director of Title IX has primary responsibility for the University’s Title IX compliance obligations for student on student complaints. The Director of Title IX, in partnership with key campus collaborators, will ensure a comprehensive institutional compliance program to meet and exceed the requirements of Title IX of the Education Amendments of 1972, relevant provisions of the Violence Against Women Reauthorization Act 2013 (VAWA), and the Jeanne Clery Disclosure of Campus Security Policies and Crime Statistics Act (Clery Act). The Director of Title IX will develop initiatives, conduct training, and promote awareness of gender equity and sexual harassment, stalking, assault, violence, and other sexual misconduct policies and related procedures (e.g. VAWA, and Clery) across the University. The Director of Title IX collaborates with campus stakeholders to ensure that the University community is informed of sexual violence risks and other safety concerns. The Director of Title IX provides input for the Clery Act reporting.
Essential Duties, Tasks and Responsibilities
Title IX and Clery
- Demonstrate knowledge of and ability to interpret federal laws and regulations regarding Title IX, VAWA, and assist with Clery compliance reporting. Administer Title IX and Clery compliance programs. Conduct impartial investigations of reports and complaints of gender-based discrimination, sexual misconduct or relationship violence as needed.
- ​Creates, implements, and coordinates university policies, procedures, and programs relating to compliance with the Clery Act. Analyzes, interprets, and communicates crime data. Ensures accuracy of institutional data and assists in the preparation, publishing, and distribution of the Annual Security and Fire Safety Report. Establishes, delivers, and documents training and educational programs for the university community related to compliance with Title IX and assist with Clery Act compliance. Identifies and trains institutional "Campus Security Authorities" and key institutional stakeholders on Clery and Title IX compliance requirements. Develops, administers and/or coordinates program presentations, information tabling and training opportunities to meet the community needs on crime and crime prevention. Maintains records of Clery Act and Title XI related student incidents and response. Collaborates with local police, university police, and other university departments and offices to create and maintain crime and fire incident reports as required under Clery Act and Title IX. Collaborates with university departments to identify university owned and controlled property and determine the University's geography for Clery reporting. Collaborates with university departments to ensure compliance with the emergency notification requirements of the Clery Act. Stays up-to-date on pending and final changes to the Clery Act and other laws of regulations affecting Clery Act provisions. Serves as Campus Security Authority as outlined by the Clery Act.
- Serve as the on-call person for the area. Responsible for communicating with other on-call staff, students, parents or guardians, and school employees to help them understand the policy and procedures.
- Provide ongoing training, consultation, and technical assistance on Title IX for all members of the campus community, with specialized training content for hearing officers/boards, investigators, campus law enforcement, appeals officers, mandatory reporters, and deputy Director of Title IX . Provide remedies, guidance and assistance to alleged victims of sexual violence and sex/gender discrimination including referral to support resources, notice of right to file internal grievances and the right to report incidents to law enforcement.
- Oversee prompt, fair, and equitable intake, investigation, processing, issuing of findings of fact, and timely resolution of all instances of sexual misconduct and/or relationship violence made known to mandatory reporters and/or reported or filed by students.
- Coordinate annual climate surveys as a needs assessment determination. This includes conducting the annual reports and surveys needed for the division and the state. Coordinate, develop, and implement other campus climate survey to assess the campus perception of safety, wellness, and inclusion. Ability to compile, analyze and report statistical data to inform strategy and decision-making. Develop and disseminate educational materials, including brochures, posters, and web-based materials that inform students, faculty, staff and other stakeholders of Title IX rights, responsibilities and campus and external resources.
- Identify areas of risk and exposure related to Title IX compliance and make recommendations to the Chief Diversity and Belonging Officer.
- Responsible for periodic review and assessment of University’s Title IX cases, policies and procedures to ensure that they are a clear and efficient resource for students, faculty, and staff.
Diversity, Inclusion, and Belonging
- Demonstrates knowledge of contemporary equity, diversity, and inclusion concepts and issues (i.e. recruitment and retention, access and equity, cultural competence, and the educational impact of diversity, etc.). Demonstrated experience and sensitivity working with individuals and groups from diverse cultural, ability, ethnic, geographic and socioeconomic backgrounds. Assist with the day-to-day work of the division of Diversity, Inclusion, and Belonging.
- Chair/serve on committees and task groups as appropriate.
- Supervise Title IX Investigator, student staff, and work with Title IX deputies.
Knowledge, Skills or Abilities
Knowledge of federal and state laws relating to Title IX. Demonstrated knowledge in applying and interpreting federal and state statutes and rules governing investigations in a regulatory setting. Demonstrated expertise in applying equitable-related laws, regulations, statutes and policies including, but not limited to Section 504 of the Rehabilitation Act and Title IX. Expertise in conducting timely, sensitive and confidential investigations; demonstrated knowledge and skill in party and witness examination/interview and investigative techniques. Demonstrated skill in conducting complex legal analysis and reaching legally sound determinations. Expert knowledge of principles, practices and standards of Clery reporting, Title IX regulations and guidelines. Skill in presenting cases in an administrative setting. Skill in applying and interpreting civil and administrative laws of a complex nature appropriate to post-secondary educational institutions. Skill in gathering, compiling and preserving detailed evidence and preparing cases for administrative proceedings. Demonstrated ability to exercise high-level discretion and good judgment, and ability to quickly establish credibility with a broad range of constituents including faculty, staff, and students. Skill in both verbal and written communications, including the ability to write complex and technical investigative reports. Ability to mediate as needed. Ability to deliver/facilitate educational and training programs/workshops. Ability to work effectively both independently and collaboratively in a diverse, team-oriented environment. Skill in applying work management and high level leadership skills. Ability to stimulate change at the individual, supervisory, cabinet and institutional levels. Ability to lead by example in communicating, participating and encouraging support of the institution's diversity and inclusion programs and goals.
Minimum Qualifications
Bachelor’s in the areas relevant to this work plus 7 or more years of relevant professional experience with Title IX or Student Conduct required. Master’s degree in Higher Education, Organization Development, Public Administration, Human Resources, Psychology, Social Work, Law, Criminal Justice or related field preferred. Successful candidate must have degree conferred at the time of application.
The following experience is required:
- 7-9 years of professional experience in Title IX, nondiscrimination compliance and promoting equity in a higher education setting
- 1-2 years of supervisory experience

Full-time, Administrative staff position available. Administrative Grade Level 359. Salary is commensurate with education and experience. Full benefit package available.
