Procurement Specialist
Position Summary
The Procurement Specialist serves as a contracting lead for the university by administering requests for goods and services through RFP’s, RFQ’s and other methods. This position conducts analysis and leverages negotiation skills to secure the best value for the University. This position has the responsibility of maintaining market-related data and intelligence and recommends procurement strategies to the Director of Business Operations. This position develops and maintains department and supplier relationships while communicating key category information to all stakeholders. The Procurement Specialist works cross functionally and within the Purchasing department to identify process improvement opportunities. This position works on specialized purchasing projects to include but not limited to Design and Construction’s capital projects and large multi-year contracts for non-construction goods and services.
Essential Duties, Tasks and Responsibilities
- Develops RFPs, RFQs or other purchasing processes as assigned. Assists in the development of formal bids, proposal reviews, evaluations and the development of contracts in accordance with all university policies and state laws. As assigned, directs the preparation and review of all construction bid documents with architects and project managers. Logs construction projects with the State of Ohio Department of Administrative Services EOD Division. Coordinates and conducts pre-bid meetings, public bid openings, and pre-construction meetings. Collaborates with architects and project managers on awards as well as BGSU Office of General Counsel and Office of Ohio Attorney General if necessary. Coordinates construction related contracts with the Business Operations Specialist for the completion of prevailing wage and other construction-related tasks.
- Researches market conditions, conducts relevant cost analyses of current and future purchases, reviews potential supplier options and communicates category information to key stakeholders, which include assigned departments, and Business Operations leadership to develop a strategy and plan that governs the procurement-related processes associated with all assigned categories.
- Manages and leads suppliers on behalf of the University from the initial onboarding process to the delivery of its goods or services and throughout the entire contract or product life cycle. Negotiates contracts and resolves difficult situations with suppliers to an effective outcome for both the University department and BGSU. Engages in problem solving with a process-improvement mindset and seeks to improve the efficiency and or quality of the services and goods that the University procures in assigned categories
- Reviews university purchasing requests through the electronic requisition system and approves department Requisitions or Purchase Orders in the system as a lead buyer for the University.
- Works proactively with the Business Operations Specialist to ensure that all contracts are centrally stored for the University. Follows all Purchasing department procedures associated with central contract management and regularly reviews the expiring contract log and or department’s sourcing calendar to renew or recommend the closing out of open contracts.
- Guides University personnel to follow University, state and all applicable purchasing policies and procedures. Assists General Counsel to support public records requests as needed. Assists in maintaining up to date contract and purchase templates that include but are not limited to RFPs and Purchase Order terms and conditions. Maintains alignment with the Director of Business Operations regarding all University procurement-related processes.
- Provides customer service to departments and all university personnel in need of Purchasing’s support. Acts as an ambassador and representative of the BGSU Purchasing department with suppliers, across campus, at industry conference and association meetings and in all that he or she does.
- Performs other duties as assigned.
Knowledge, Skills or Abilities
- Knowledge of Ohio law and higher education procurement regulations
- Strong administrative, analytical and organizational skills
- Experience writing specifications, preparing RFP documents
- Experience working with word processing, spreadsheet, and database applications
- Ability to manage multiple projects simultaneously
- Strong communication skills, both verbal and written
- Ability to work in a team environment and to align with key stakeholders and members of management
- Demonstrated evidence of making sound judgments and decision, and problem-solving skills
- Ability to function well under time constraints and deadlines
- Excellent negotiating skills
- Understanding of procurement processes
Minimum Qualifications:
Bachelor's Degree required. Successful candidate must have Bachelor’s degree conferred at the time of application.
The following experience is required:
- 3-4 years of related experience in any one of the following areas: purchasing, supply chain, project management or accounting.
Salary
Full-time, Administrative staff position available. Administrative Grade Level 356. Salary is commensurate with education and experience. Full benefit package available.
