Summary
The Coordinator Eligibility and Audits is responsible for the daily management, direction, and supervision of all SFA verification, student eligibility, and federal/state compliance issues and audits for the Student Financial Aid and Scholarships Office. This person must maintain the highest level of knowledge of all federal and state financial aid regulations and institutional polices to ensure the delivery of financial aid funds and services are compliant, timely and accurate. They serve as an integral part of the strategic SFA management team to analyze, recommend and implement new initiatives that promote student recruitment and retention for the University as a whole.
Position Schedule: Full time position with an option for a flexible/hybrid work schedule (remote/on campus). Work location: Bowling Green, Ohio.
Essential Functions
- Manages/leads all aspects of student eligibility and compliance as it relates to the financial aid application process at both the federal and state level. Including but not limited to:
- Manage and monitor the over 35,000 Individual Student Information Records (ISIR) annually imported into the financial aid delivery system (PeopleSoft) and serve as the official application for financial aid.
- Manages the SFA verification audit process which ensures ISIRs are verified in accordance with the U. S. Dept. of Education federal regulations. SFA verifies over 1500 ISIR records each year and reviews approximately 800 student additional records for eligibility purposes.
- Manage all aspects of verification and certification processing including understanding IRS tax laws and collecting supporting documentation that supports selective service registration and citizenship eligibility based on the US Citizenship and Immigration Services standards.
- Assists in the creation and maintenance of SFA forms/web applications, checklists and service indicators, as well as the annual testing of upgrades to the system needed to assess student eligibility and keep BGSU compliant.
- Responsible for ensuring the review of semester enrollment is completed and aid is adjusted in accordance with the U.S. Dept. of Education federal regulations when a student drops classes or withdrawals from the University. Continually assesses and updates SFA policies and procedures as University withdrawal and cancellation policies and procedures change. Includes the oversight for R2T4 calculations as well as leads census date and enrollment verification processes each semester.
- Serve as Office lead for federal and state audits:
- A-133 federal Title IV audit. Consults with auditors, gathers documentation, and provide explanations of federal regulations in support of office processes and or in dispute of audit determinations. Maintains records of all audit submissions.
- Ohio Department of Higher Education financial aid audit. Working in conjunction with Office of the Bursar, Office of Admissions, Office of Records and Registrations, and SFA Coordinator of State Aid and Special Programs, coordinates all activity with regard to audit requests and submission of documentation.
- Federal Program Reviews - plays integral role in assisting SFA Director with collection of documentation and examining documentation before, during and after reviews are completed.
- Maintains Federal and State regulatory knowledge base by daily and weekly reading of Federal Registers, National Association of Student Financial Aid Administrators Newsletters, Federal Student Aid Handbook, and correspondence from State officials.
- Serves as a primary resource for financial aid staff and other University constituents who have technical questions related to federal, state, institutional and agency financial aid program compliance.
- Manage the development, implementation and/or evaluation of policies & procedures.
- Coordinate the continuous development of the department's policies and procedures manual.
- Develop training curriculums and curriculum materials for staff training and development. Conduct staff training as needed.
- Responsible for the overall management and processing of Consortium and Contractual Agreements as it relates to awarding financial aid between BGSU and other institutions of higher education. Requires working with other schools to ensure all costs, enrollment, and financial aid are monitored and manually adjusted each semester to meet the terms of the agreements.

Minimum Qualifications
The following Degree is required:
- Bachelor's degree required. Degree must be conferred at time of application.
The following Experience is required:
- 2 years of experience with the application processing of federal student aid, verifying eligibility, and providing direct customer service in a financial aid environment
the following Experience is preferred:
- 2 years of experience working with compliance, federal/state auditors, and policy review and writing
- 1 year supervisory experience
- 1 year experience using creative thinking, project planning, management skills/abilities necessary for administration, and/or oversight of special financial aid accounts
The following license, certification or registration is required:
- Must have and maintain a valid driver's license and comply with the University's vehicle use policy.

Knowledge, Skills and Abilities:
- Must have excellent interpersonal, leadership, and consensus-building skills. Demonstrated ability to resolve complex individual customer concerns utilizing best practices in counseling techniques while upholding the University, Federal and State policies and procedures. Must be flexible and able to work with sensitive customers and data with a diverse population and broad constituency base.
- Must maintain an extensive in-depth knowledge of federal, state, institutional and other agency laws and regulations that govern student financial aid programs preferably within a 4 year public State university context.
- Must maintain an extensive working knowledge of SFA's policies and business procedures/practices as well as maintain a reasonable understanding of selected policies, procedures and practices from offices that interact most closely with SFA, such as Registration and Records, Admissions, Bursar, Housing, Academic Advising
- Must have effective project planning, supervisory and management skills.
- Experience in complying with FERPA, HEOA, and security rules governing financial aid in higher education.
- Excellent analytical and problem solving skills demonstrated in areas such as research design, statistical analysis, trend analysis, tracking data, assessment, resource allocation, and independent decision making processes.
- Preference to PeopleSoft financial aid experience.
- Strong computer skills, including electronic processing in a financial aid environment, spreadsheets, work flows and processing, query and data warehousing.
