The Purchasing Commissioner is responsible for planning, organizing, directing, and coordinating the city-wide procurement and contract compliance operations and activities. The primary objective of this position is to purchase the goods and services the departments need to serve the citizens at the best value. The Division of Purchasing strives to make decisions in the City's and citizens' best interests using sound and consistent purchasing practices.

Essential Job Functions:

· Provides managerial direction for the Division of Purchasing for a wide variety of administrative and fiscal activities related to procurement, contract compliance, and prevailing wage regulation.

· Provides managerial direction regarding compliance with the City of Toledo Charter and the Toledo Municipal Code related to procurement and contracting.

· Establishes goals, objectives, policies, procedures, rules, and regulations; evaluates progress to determine whether goals and objectives are being met.

· Directs divisional personnel operations.

· Develops, controls, and administers the divisional budget.

· Keeps abreast of current developments in purchasing strategies and makes recommendations to the Finance Director.

· Represent and act as liaison for the City of Toledo with public and private agencies, civic groups, the news media, and the general public on issues relating to purchasing activities.

· Hears employee complaints and grievances, makes adjustments, and/or recommends disposition of same.

· Participates in the interview process for potential employees and makes recommendations regarding appointments.

· Other duties as required.

Required Education, Experience, and Certifications:

· Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Finance, or a closely related area and five (5) years of progressive experience in the procurement field.

· A Master’s degree will substitute for two (2) years of experience.

· Two (2) years of supervisory experience.

Preferred Education, Experience, and Certifications:

· Certified Purchasing Professional; governmental procurement experience.

Salary: $81,033.19 - $120,772.01 Annually
