POSITION SUMMARY
The Accounting/Benefits Specialist serves multiple functions at this federal/interstate government agency.
The Accounting/Benefits Specialist will be responsible for accounts payable, payroll, benefits coordination, invoicing, and other misc. tasks. Reporting to the Finance/Accounting Manager, this position's primary responsibility is ensuring organizational effectiveness by providing process improvements, leading HR benefits coordination, payroll, accounts payable, and invoicing.
Responsibilities Include:
- Managing and increasing the effectiveness and efficiency of benefits, payroll, and accounting support, through improvements to each function, as well as coordination and communication between the Finance & Administration Branch and other branches.
- Managing payroll, including preparation of biweekly payroll using third party payroll services, including changes to payroll master file for salary, retroactive salary adjustments, pension, voluntary deductions, federal and state tax withholding, and direct deposit amounts. There are approximately 40 employees at the Commission.
- Providing payroll and benefits support to individual employees to address questions, issues, and events.
- Verifying payroll accuracy, transfer of funds to payroll, payroll taxes, and other accounts.
- Preparing bi-weekly, monthly and quarterly reports of pensions withholding, deferred compensation withholdings, and long-term disability that accompany disbursements.
- Auditing health benefits invoices for accuracy; counsel employees on payroll and benefits matters.
- Acting as a liaison between employees and New Jersey Pensions and Benefits Bureau; maintaining schedule of employee anniversary dates, grade level; preparing forms for performance appraisals, annual increments, promotions, and other salary changes as authorized.
- Disbursing of checks for commission expenses.
- Invoicing to funding sources, and all other invoicing deemed necessary.
- Making daily bank deposit.
- Acting as DRBC Administrator to ADP (payroll), Review Snap (performance management), and Wells Fargo Elite Card Systems (purchasing card) employee system.
- Organizing fiscal documents, and Serving as backup for the Finance/Accounting Manager when needed, serving as backup for the administrative secretary, and performing special assignments as designated by the Director of Finance and Administration.
Responsibilities by Function:
Financial Management
- Managing day to day processing of accounts receivable and payable using Quicken, producing reports as requested.
- Administering payroll and employee benefits and managing health insurance open enrollment.
- Maintaining payroll/personnel files for each employee that contact payroll, pension, tax, banking, and health benefits information.
- Ensuring that the Department and individual requests are resolved and communicated in a timely manner to internal and external parties.
- Recommending and implementing improvements to processes, and assisting with annual audit and be a liaison with all outside vendors.
Organizational Effectiveness
- Increase the effectiveness and efficiency of support through improvements to each function (HR and accounts payable) as well as coordination and communication between functions.
Qualifications
- Four years of professional experience required.
- An associate degree from an accredited college is preferred.
- Proficiency with Excel and Word required.
- Experience with computerized payroll preparation (preferably ADP) preferred, and must have strong interpersonal and communication skills, including the ability to work with all levels of personnel and members of the public.
