Join our Team! The Finance and Business Operations Division (FBOD) is seeking a technically-oriented Finance Manager with business analysis skills to join our Treasury Operations Section team.
FBOD's mission is to provide timely, efficient and accurate accounting, procurement, treasury, payroll, benefits and small business services. We are actively seeking employees whose behavior is in alignment with our division's core values of: Respect, Teamwork, Results and Innovation.
The Treasury Operations Section is one of 5 sections under FBOD. Treasury administers the main revenue streams of local government collecting more than $6 billion in property taxes and other fees, distributing those collections to more than 170 taxing entities. The section also manages a greater than $7 billion investment portfolio for 100 special purpose districts, including water, sewer, fire and school districts and administers more than $9 billion in outstanding debt obligations for those same districts.
King County is in the process of replacing its property tax system through the Property Tax Administration System (PTAS) project that is currently underway with multiple county agencies involved as stakeholders and business owners. We are looking for a temporary limited-term (TLT) Finance Manager to work with the Treasury team to join the Treasury PTAS project team.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to do:- Develop PTAS business requirements and join solutioning sessions related to the billing, applications and distribution of taxes and fees through the duration of the project, currently scheduled to be completed in March of 2021.
- Participate daily with the four-person Treasury PTAS project team and interact extensively with the system integrator team.
- Interview Treasury staff and document current and proposed business processes.
- Develop and execute of test plans and scripts in the new system.
WE ARE LOOKING FOR CANDIDATES WHO:- Experience documenting non-standard rule sets as applied to the Revenue Cycle
- Experience with Microsoft 365 Dynamics implementation projects
- Experience with developing business requirements in support of ERP implementation projects
- Experience working with system integration consultants in a collaborative fashion.
- Have strong analytical thinking, problem solving and troubleshooting skills
- Thrive on working as part of a team and with a variety of individuals from diverse backgrounds
- Are able to prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment
- Are good communicators with the ability to present and write clearly and succinctly
- Has experience using Power BI to document performance metrics
