The Senior Hubs Program Manager will lead the Older Adult and Healthy Aging team's work with the Veterans, Seniors and Human Services Levy (VSHSL) funded senior hubs and senior centers, and general fund-funded senior centers. This position reports directly to the Older Adult and Healthy Aging Manager and is responsible for coordinating and facilitating the senior hubs learning collaborative, facilitating connections and referrals between senior hubs and other VSHSL funded services, and ensuring strong stewardship of funding directed to VSHSL funded senior hubs and senior centers, and general fund-funded senior centers. This is a Term Limited Temporary or Special Duty position for approximately 2 years.

Work Schedule: Typical work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. This position is represented by PROTEC17.

- Lead and oversee work associated with the continued development and project management of the Veterans, Seniors and Human Services Levy (VSHSL) SE3 Strategy, which includes managing relationships with contractors; facilitating robust community engagement efforts; coordinating with community partners in the aging network of care; communicating closely with other units within ADS to coordinate facilitated referral processes among VSHSL funded service providers; and collaborating as the program lead with communications, fiscal and evaluation team members to ensure strong stewardship of the $20 million VSHSL funds awarded through this strategy;
- Facilitate the VSHSL senior hubs learning collaborative; coordinating and hosting regular meetings, including: developing agendas, creating accessible meeting materials and collaborating with senior hub participants to provide opportunities for shared learning;
- Revise the senior hubs VSHSL contract template for 2021-2020 funding to reflect current senior hub model, and facilitate the contract renewal process for all 28 senior centers associated with a senior hub, ensuring budgets, milestones, and program activities support each hub’s commitment to offering robust opportunities for social engagement to seniors in King County who had access to these programs prior to the development of the hub model;
- Work with general fund-funded senior centers on developing an evaluation and program model that aligns with VSHSL senior hub result areas;
- Provide technical assistance and guidance to VSHSL contracted senior hubs in developing collaborations and the hub model as well as in providing inclusive programming that serves the diversity of King County seniors;
- Ensure that senior hub partnerships, referrals and other coordination between senior hubs and other VSHSL funded entities, and the relationship between DCHS and VSHSL live up to King County's commitment to equity and social justice by using collaborative feedback, robust guidance and support to senior hub contractors, and program performance data to inform the Division's senior hub strategy;
- Develop content and monitor the accuracy and relevance of the Divisions Senior Center focused Share Point resource site, the OAHA unit’s primary means of coordinating resource and collecting shared information related to the senior hubs learning collaborative and other senior center communication;
- Provide advice and counsel on complex senior-specific matters involving strategic direction, policy, organizational and operational issues;
- Provide presentations to large and small audiences with diverse perspectives;
- Engage with local partners in the aging system of care;
- Represent the Division in select community meetings held by key veterans, seniors, and human services stakeholder groups;
- Collaborate with partner work units, divisions and departments and participate in the development, negotiation, execution and enforcement of program policy and alignment for strategies involving ASD senior-focused investments;
- Prepare documents in a clear, concise, logical and objective manner, both orally and in writing – summarizing and clearly articulating stakeholder input and alternatives for division leadership;
- Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
- Three to four years of experience working on state, federal and/or local social service programs as a lead contract manager, or in a leadership position in a community organizing or social service capacity at a community-based organization.
- Demonstrated experience in effectively facilitating community engagement activities with a diverse group of stakeholder organizations, including facilitation of meetings, organizing events and other activities related to community engagement.
- Demonstrated knowledge of issues that affect the diversity of seniors who live in King County.
- Demonstrated experience applying equity and social justice principles and practices, and understanding of the effects of place, race, age and policy and systems-based inequities on marginalized communities and populations.
- Demonstrated experience managing large scale, multi-contract programs.
- Demonstrated skills in effectively communicating complex information, orally and in writing with minimal review.
- Well-developed program development or project management skills, with the ability to describe at least two major projects or programs, involving collaboration with stakeholders, in which the applicant applied project management or processes program development skills to deliver, create or strengthen a successful project or program.
- Demonstrated skill in meeting facilitation and presentations.
- Previous experience working with a diverse range of stakeholders, internally and externally, to meaningfully shape contracts, processes, policies, programs, or practices informed by stakeholder input and values.
- Familiarity with contract management and/or monitoring.
- Strong interpersonal skills.
- Demonstrated ability to work independently and as a team member.
- At least one year of experience managing government funding including management of budget and reporting requirements.
- Well-developed organizational skills.
- Three to four years of experience working with or on behalf of older adults who live in the community.
- Knowledge of the VSHSL senior hub model.
- Demonstrated knowledge of the issues facing non-profit senior centers and/or senior-focused community centers.
- Knowledge of policy issues related to DCHS senior focused programs.
- Demonstrated experience working effectively in a fast-paced, politically-sensitive environment.
