Capital Project Manager II (Project Control)

The Solid Waste Division (SWD) of King County Department of Natural Resources and Parks currently has an opening for a Capital Project Manager II, providing an opportunity to serve the public and the environment of King County. Projects span months to years, with budgets ranging from less than $1 million to $10 million. This is a term-limited temporary position which is expected to end in twelve (12) months with the possibility of extension. This position is available to King County career service employees as a special duty assignment.
This position will perform project control and cost-control support for project teams in Solid Waste Division (SWD) on intermediate-sized capital projects and contracts. This position will also monitor a variety of public works contracts, including professional consulting and technical consultant services and construction. The position will assist project teams with project development and planning, as well as the monitoring and control of scope, schedule, budget, and contracts for assigned projects. This CPM II will also ensure prompt and correct contract closure and project accounting system closure.

Work Schedule: This temporary assignment works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is exempt from FLSA provisions and is not overtime eligible. This position is represented by PTE 17A.
Centralized Project Management Unit (CPMU) Profile: In 2015, SWD formed a Project Management Office (PMO) structure to serve as Supportive-Directive Hybrid PMO where the CPMU manages the complex SWD capital projects and performs a supportive role for all the remaining SWD projects. CPMU is responsible for planning, implementing, and managing SWD projects that are within its domain. This unit provides project management services such as development of project management methodologies, training, project control, performance monitoring, and reporting. CPMU staff provides supportive PMO functions for projects that are managed by other sections within the SWD. This unit is also responsible for management construction management of capital projects.
Examples of Job Duties:- Prepare and control contract administration documents following current established procedures.
- Administer pertinent record-keeping systems to ensure that contracts have met established internal standards.
- Review and analyze progress payments to ensure compliance with established procedures and contract specifications. Work with project managers, project representatives, and senior project control staff to resolve problems. Perform invoice review and contract payment processes according to division policies and procedures.
- Participate in project development team meetings. Apply scheduling techniques to accurately reflect project team's defined scope and schedule decisions. Update the project schedule as required for appropriate monitoring and control of assigned projects. Support development of baseline reporting, project management plans, and sustainability reporting.
- Alert project managers to issues related to contract compliance, such as invoice review, funding commitments, schedule delays and contract changes. Report on project and contract performance metrics. Assist in budget development and project review processes to support project teams, including budget forecasting, spending, and accruals.
- Assist in preparation of project annual cash flow and forecast reports. Monitor consultant and contractor cash flow reports.
- Analyze and input data in centralized systems (Project Information Systems Management- PRISM) for contract administration, cost accounting and project status.
- Support procurement efforts of project managers, project representatives, and other project control engineers.
- Monitor and track contingency budget status. Provide status reports on project and contract costs and contingency utilization.
- Attend project progress meetings. Advise and provide status reports to project managers in advance of each meeting.
- Perform initiation and tracking of project costs for grants and loans, ensuring compliance with terms and conditions.
- Ensure prompt and correct contract closure and project accounting system closure on all assigned contracts.
- Maintain and update unit's SharePoint site
Our Ideal Candidate Will Have:- A Bachelor's degree in business, civil engineering, construction management, environmental management or related field and minimum three years' experience in project control OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification.
- Demonstrated skills in communicating effectively orally and in writing.
- Knowledge of project control processes
- Knowledge of project cost and scheduling techniques arid principles
- Knowledge of contract administration techniques and use of automated information reporting systems
- Skill in evaluating engineering cost estimates and project cost variances
- Knowledge of project scheduling and ability to create project schedules
- Ability to work on multiple projects simultaneously
- Ability to work independently and as a team member
- Proficiency in use of software that supports the delivery of work products, such as Word, Outlook, Skype, PowerPoint, Excel and database management programs.
- Ability to establish and maintain effective working relationships with a diverse group of individuals and present information in a tactful and diplomatic manner.
- Experience with report generation, including data identification and the ability to communicate technical information at a level appropriate to the audience.
- Ability to manage multiple priorities with conflicting deadlines.

The Most Competitive Candidate Will have:- Experience that demonstrates knowledge of construction management and project management.
- Knowledge of King County's Project Information System Management Database (PRISM)
- Project Management education and familiarity with Project Management Institute Body of Knowledge (PMBOK).
Special requirements:- Valid Washington State Driver's License or the ability to travel to work sites in an expeditious manner.
