Project / Program Manager III - Green River Basin
- Summary
This position, located in the River and Floodplain Management Section within the Water and Land Resources Division, will involve a combination of project management of very large and complex civil engineering projects, coordination, planning and analytical work. The successful candidate will be responsible to manage complex projects and programs using independent judgment with limited supervision.
This position will also assist in the efforts within the basin, coordinating the permitting and demolition of the structures, and related tasks. Responsibilities also include supporting the coordination and project management of the District's work program for the basin, based on the actions described in the 2013 King County Flood Hazard Management Plan and in the 6-year Capital Improvement Project (CIP) plan for the District.

- Lead staff person to coordinate and staff multi-jurisdictional Green River Basin Technical Committee (GRBTC). Strategically guide the GRBTC, organize regular meetings, manage committee work program, schedule, commitments, and deliverables. Foster healthy working relationships among the participants.
- Communicate and coordinate with the basin technical committee on the King County Flood Control District's overall work program.
- Provide progress reports and updates on projects and programs within the basin, for use with the Flood Control District.
- Coordinate effective communication and outreach efforts across basin teams within the River and Floodplain Management Section, and, with staff of other county programs doing related work in the basin.
- Implement flood risk reduction project and program recommendations identified in the District's 6-year Capital Improvement Project list, or based on evolving business needs, such as managing floodplain buyouts, home elevations and capital projects.
- Participate in capital project development, alternatives analysis, and information to support selection of alternative
- Manage work program items, including flood risk assessment, levee conditions assessment, planning, policy development and coordination.
- Develop policies, strategies, issue papers and recommendations in collaboration with regional partners and stakeholders.
- Conduct research and analysis, recommend policy options, draft or review ordinances and briefing papers, and manage projects and contracts.
- Coordinate with internal King County staff from multiple disciplines to work collaboratively on river and floodplain management issues.
- Serve as lead in coordinating basin work program with watershed management program and associated regional projects and programs (e.g., salmon recovery, agriculture, stewardship).
- Conduct citizen and landowner contact, communication and outreach to facilitate project implementation serving as a liaison between technical staff and property owners. Engage river safety advocates on project design proposals.
- Perform support functions for budget development consistent with work program priorities and projects.
- Develop and manage complex state and federal grants for emergency repairs, flood protection projects and other floodplain enhancement projects.
- Participate in flood warning and emergency response programs and activities.
- Experience, Qualifications, Knowledge, Skills
- Bachelor's degree in environmental science, natural resource management, or related field; or any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the listed job duties.
- At least five years of experience managing complex, multi-party project management, natural resource planning efforts with a demonstrated knowledge of interjurisdictional governance public planning processes and resources management.
- Minimum five years of experience that includes increasingly progressive leadership responsibilities, directing and overseeing the work of professional staff, including quality assurance
- Knowledge and understanding of King County (or equivalent), state & federal flood hazard codes, regulations and principles, and familiarity with associated disaster preparedness, mitigation and recovery programs through political and organizational savvy
- Strategic mindset and broad perspectives during the implementation of flood hazard reduction or related capital projects including planning, permitting and construction.
- Familiarity with broad water and land resource issues that affect river and floodplain management actions including watershed planning, water quantity and quality, and the Endangered Species Act.
- Demonstrated ability to communicate effectively, both in writing and verbally, on technical and policy issues related to floodplain management with varied levels of staff, consultants, business and professional groups, citizens and landowners.
- Demonstrated ability to work collaboratively and build consensus with diverse interests including elected officials, citizens, and representatives of other county, city, state and federal agencies.
- Proven ability to successfully to manage conflict tactfully, value differences while building strong team
- Ability to deal tactfully and courteously with diverse groups of individuals, including government officials, the public, community groups, and organizational colleagues.
- Demonstrated success utilizing project management skills, including developing scope, schedule and budget, and principles of managing projects through to completion.
- Experience in grant writing and administration.
- Strong facilitation skills with demonstrated ability to run and facilitate meetings, including public meetings.

DESIRABLE KNOWLEDGE, SKILLS & ABILITIES:
- Masters degree in related field.
- Knowledge and experience working in the Green River Basin.
- An understanding of the separate roles and responsibilities of King County departments in the provision of floodplain management and flood hazard reduction services.
- Experience and knowledge of the salmon habitat recovery planning efforts in King County and other land use issues.
NECESSARY SPECIAL REQUIREMENT:
·A valid Washington State Driver's License and the ability to travel throughout King County in a timely manner.
PHYSICAL REQUIREMENTS: This position requires the ability to conduct occasional physical site inspections and evaluation. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and dynamic conditions in the outdoors.
WORK ENVIRONMENT: Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon. Work is performed in an office environment, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities can involve unscheduled work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays to provide 24x7 service when warranted by conditions.
