The Department of Local Services (DLS) represents a comprehensive effort to improve the efficient, effective, and timely delivery of municipal services to the nearly 250,000 people who live in unincorporated communities of King County.
The Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is a 24 hour per day, 7 day a week operation with work site locations in Renton, Downtown Seattle, and several remote field locations throughout King County. The division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
The Project Delivery Office of the Roads Division (Roads) is recruiting a full time Project/Program Manager IV to support and facilitate delivery of the Division's $90 million capital program. This position will develop, pilot, administer and facilitate a standard approach to the oversight and delivery of capital projects designed by consultants and in-house staff in accordance with the principles of King County's Capital Project Management Working Group. Roads is in the process of rebuilding its project delivery capacity. Developing a leaner, more standard approach will help meet resource constraints--immediately and into the future. The incumbent for this position will help create, improve, pilot and administer a standard framework for A/E consultant and in-house project delivery for the Roads Division.

WORK SCHEDULE: This position is exempt from the Fair Labor Standards Act and is not overtime eligible. This position may be required to work afterhours, weekends and/or holidays. Work schedule is Monday - Friday, 8 a.m. - 5 p.m.

- Job Duties
Project Delivery
- Support and facilitate the delivery of the Roads Capital Program within scope, targeted schedule and budget
- Monitor project scope, schedule, and budget for Engineering Section projects/programs
- Refine and maintain reporting of projects to Managing Engineers, Section Manager and Division Leadership
- Develop, refine and administer standard templates for Project Management and processes per Capital Project Management Working Group (CPMWG) requirements
- Develop, pilot, refine, and take on newly standardized aspects of project management, thus freeing up the Project Manager to focus on overall project advancement and problem solving that requires specialized expertise
- Develop and refine performance matrices for planning and measuring specific design work to be outsourced or performed by King County teams
- Work collaboratively with the Capital Program Manager and individual project managers to estimate project burn rates, pull in financial data from Oracle, monitor and report project expenditures and track resource performance against planned
Consultant Contracts
Work with Project Managers (e.g. CIP, Traffic Safety Program, Bridge Safety Program, Fish Passage Program) to manage consultant contract work to include but not limited to:
- Prepare, or assist in preparing requests for proposals--may include writing and editing scopes of work
- Work collaboratively with Project Managers, Project Control Office and Contract Specialist to hire consultants through the request-for-proposal process
- Collaborate with the Strategic Business Operations Section of the Roads Division to oversee and monitor the Architectural, Engineering, Professional and Construction contracts for the Engineering Section
- Assist Project Managers in discussion and negotiation with consultants and Procurement staff
- Provide advice and guidance to project managers on the types of contracts and timing of need for consultants, as needed
- Initiate and develop process improvements for consultant contract execution and control
- Develop, pilot and refine and administer standard templates for "Team Charters" tailored for consultant projects
- Develop, pilot, refine and administer standard templates for "Project Communication Plans" for projects with consultant involvement; QA/QC checklists for use by King County Project Managers and King County functional experts with consultant oversight roles; and deliverable review process for work performed by consultant
Lean Process
- Using Lean principles and tools, collaborate with project managers, managing engineers, and functional subject matter experts to identify, analyze, and implement more efficient workflows or business processes
- Manage and support ad hoc process improvement projects to facilitate Capital Project and Program delivery
- Identify and develop project and program performance measurement metrics
- Design and prepare visual management products to assess and communicate performance of project and program delivery
- Assist in developing, updating, and delivering project manager training
- Evaluate, develop, and administer a new capital program database
- Create visually compelling and accurate presentations using graphs, diagrams, and exhibits to illustrate project/program and schedule status using conventional and emerging technologies
- Experience, Qualifications, Knowledge, Skills
- Progressively responsible experience in the transportation industry in administering consultant and/or construction contracts in support of public works infrastructure development
- Knowledge and training in project management techniques and principles to include initiating, planning, monitoring, controlling cost and closing of projects
- Experience in making presentations to a wide variety of audiences and ability to clearly communicate technical and financial and contract information, both in writing and orally
- Knowledge and experience in LEAN principles and techniques to deliver high quality, value-driven, operationally efficient solutions
- Excellent oral communication skills, including listening, the ability to articulate ideas in meetings, rephrase directions for verification of clarity, and clearly and concisely impart information to others, one-on-one or in a group
- Proficiency using Microsoft Outlook, Word, Excel, PowerPoint, and Microsoft Project
- Ability to handle competing priorities and producing high-quality, detailed work within tight timeframes
- Ability to effectively contribute to a work environment that embraces and encourages diversity in its workforce and where differences are valued
- Ability to demonstrate behaviors that include fairness, respect, and inclusiveness
Desirable Qualifications- Four (4) year degree from an accredited institution in engineering, public administration, accounting, business, or planning

Necessary Requirements: Valid Washington Driver's License or the ability to obtain a Washington State license within 30 days of hire.
