The Capital Division of the Department of Metro Transit is looking for resourceful, forward-thinking, systems oriented, and continuous improvement focused individuals to support the roll-out of our recently formed Project Management Office (PMO). These positions will play an active role in shaping the PMO formation and supporting the Capital Division's project teams to ensure the success of capital projects. The PMO's work is to establish and implement best practices and maintain standards related to project management, planning, and delivery of the capital program. Working with PMO, you will be part of a collaborative team developing standards, guidance, tools, and success metrics. Your role would be in one of three fields of expertise, Data/Information Management, Process Management, or Knowledge Management. In one of these areas you would help develop, communicate and educate on best practices; apply policies and create standard work; monitor, control and audit performance; and work to continuously improve processes, systems, tools, and the corporate knowledge base. Our team is tasked with how to "Get Things Built", and you should be equally action and outcome oriented. You should see the connection between consistent processes, reliable data, integrated systems, standard work, visual management, continuous improvement, and performance audits as a way to enable the Department to optimize outcomes. There are four opportunities depending on your level of experience:
Transit Project/Program Manager III
Salary Range: $90,625.60 - $114,816.00 Annually
As a Transit Project/Program Manager III, you will be reaching across Divisions in support of the PMO core functional areas of Process, Data/Information and Knowledge Management. Examples of this may include managing data gathering as it relates to process development, business needs, compliance audit review, capital management reporting requirements, skills assessments, or database systems administration. The candidate will work independently in researching and developing processes and data management methodologies. The successful candidate will lead technical committee meetings in the area of their expertise such as process development, data and systems administration or lean continuous improvement techniques. The ideal candidate will also provide leadership in their area of expertise, gather feedback from process users & stakeholders, and conduct investigations as needed to analyze areas in need of improvements. As a subject matter expert (SME) in your area, you will be adept at leading process improvements, including conducting root cause analysis and working collaboratively with cross functional teams that are making and modifying recommendations for change. The candidate will develop scopes of work, negotiate contract terms, and manage professional services contracts associated with PMO needs, audit, training and other business services as needed.
The most competitive candidates will have strong knowledge of continuous improvement and visual performance management techniques, the ability to gather, analyze and present data to a diverse audience; demonstrated ability in working collaboratively with a wide range of professional disciplines including planners, engineers, capital project managers and management; experience integrating corporate vision, policies, strategic plans and management best practices into standard work. Technical expertise is required in at least one of the following areas; Database development and data/information management; Business process optimization; Performance and compliance auditing, reporting and data visualization; or Corporate education and training.
Transit Project/Program Manager IV
Salary Range: $102,024.00 - $129,251.20 Annually
As a Transit Project/Program Manager IV, you have many of the skills associated with the PPM III position as well as being able to lead in your specific area of expertise. You will be a leader of quality assurance of all products developed under your purview. You will develop program goals, set targets, develop a program work plan, and ensure the program maintains compliance once launched. As PPM IV, you will be adept at managing contracts, including developing scopes of work for consultants, trainers, or other additional expertise required. Your role will provide technical assistance and expertise in agency budget requests processes, and will include developing systems and tools, budgeting and business case processes or coordinated outreach and training to the various personnel involved in the biennial budget development. As lead in your area of expertise, you will provide continuous reassessment of your work products and services, and how it creates value for the agency. You are expected to be adept at financial and performance management, setting indicators to evaluate program performance, and make recommendations to redirect effort within the program. You will have demonstrated experience in negotiation, have technical expertise to perform complex research and analysis, have experience serving as expert adviser with unique skills and abilities in a requisite field, serve as mentor and lead other staff, and are comfortable in presenting new ideas to all levels of an organization, and resolving problems presented by difficult clients.

Position and Application Information
These positions are open to the general public and all King County employees. This recruitment will be used to fill up to four career service (permanent) vacancies for Transit Project/Program Managers III and for Transit Project/Program Managers IV. Two positions each at level III and class level IV are anticipated. Depending on the candidate pool, the agency may choose to hire any combination of III's and IV's that meets the needs of the Department. This recruitment may also be used to create an eligibility pool for future permanent and temporary vacancies (Term Limited Temporary assignments). Eligibility pools may be valid for up to twelve months, or until exhausted, at the discretion of the hiring authority.

Work Schedule
Transit Project/Program Managers III and IV are exempt from the provisions of the Fair Labor Standards Act, and therefore not eligible for overtime pay. The standard workweek is within the 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered. Occasional work may be required during evenings and weekends.

TRANSIT PROJECT/PROGRAM MANAGER III
- Make/modify recommendations for new systems, processes, standards, and change
- Develop program methodologies, conduct research, apply new tools and concepts

- Develop work plan and prioritize program goals/objectives
- Direct the work of multiple professional staff or technical teams including quality assurance
- Serve as the technical expert to perform complex research, analysis, and prototype new solutions
- Mentor others to grow their SME skills, expertise, and effective utilization of supporting tools so that they continuously grow and improve
- Assist in justification of program requirements and provide input into agency budget requests
- Recommending program budget, schedule, and scope of work based on documented work plan
- Continually assess performance of work and take corrective actions to redirect the program as necessary
- Determine and report on program performance to all stakeholders
- Working with senior leaders, peers, and others to transform management systems and business processes consistent with agency strategic goals
- Serve as an expert adviser with unique skills and abilities in a particular field
- Resolve problems presented by difficult clients
- Work directly with management and others outside of the Department such as Finance Business Operations Department (FBOD), Performance Strategy and Budget Office (PSB), Council Auditors Office or Federal Transit Administration (FTA) on issues affecting the program
- Setup and maintain program and contract files (paper and electronic) based upon established standardized file index

Minimum Qualifications
A bachelor's degree in Project Management, Engineering, Business Administration, Accounting, Mathematics, Statistics, Education, or closely related field, OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the work.
Additional minimum requirements include:- Two years of experience in project/program management or related field, preferably within a project management office environment.
