LCCS investigated 4,583 allegations of abuse and neglect in 2018, down 6 percent from 2017. These reports involved 6,972 children, also down 6 percent from the previous year. 1,848 of them were substantiated victims of abuse or neglect, up 16 percent from prior year. We also provided 484 voluntary referrals for service to families whose issues did not meet the criteria for an abuse or neglect allegation. LCCS served 12,650 children and 5,047 families in 2018. The highest number of referrals came from the 43605 and 43609 zip codes. The highest rate of referrals was in the 43604 zip code, where more than 130 children per thousand were the subject of an abuse or neglect referral. The number one reason for case opening was substance abuse by parents (51%), followed by domestic violence (36%) and mental health (32%). Of cases opened for substance abuse, more than half (53%) involved parents using heroin or other opiates. In 2018, we had an average daily caseload of 1,471 children. Almost all (98 percent) of these children were living in a family environment: 605 (41 percent) were living in their own homes 431 (30 percent) were in foster care or a similar placement 401 (27 percent) were living with a relative or other kinship caregiver Only 30 children (2 percent) were in non-family settings such as group homes or private institutions. Five children (<1 percent) were living in other circumstances. In 2018, 98 children were adopted into new families, up 11 percent from 2017. Two hundred two children were reunified with a parent, up 40% from 2017.
