Job Summary
This position directs and manages all activities and programs of the Managed Care Systems Section (MCS) in
addition to providing vision, direction, and leadership for all activities related to licensure and regulation of
Health Maintenance Organizations, (HMO) and county based purchasing (CBP) entities by the Minnesota
Department of Health (MDH).
-This position will also lead and oversee the following regulatory activities:
- Pharmacy networks for Pharmacy Benefit Managers
- Certification of Essential Community Providers
- Complete investigation of complaints or concerns related to regulated entities
- Other regulatory activities as defined in federal and state law, including developing and implementing
a clear policy and regulatory vision for Minnesota's insurance market that adequately protects patients
and insures access to affordable, high-quality care throughout the state
Minimum Qualifications
- A Bachelor's Degree in Public Health, Public Administration, Health Care Administration, Public Policy, or a related field and four years of experience as a manager/supervisor of professional staff. Or
- A Master's Degree in one of the above areas may substitute for one year of manager/supervisor experience.
- A PhD or Juris Doctorate may substitute for two years of manager/supervisor experience.
Additional experience must include the following:
- Strong leadership skills, including the ability to manage, guide, collaborate and communicate with staff
and partners at all levels - Experience with drafting legislative policies and proposals
- Project management and coordination experience, including strategic planning and budgeting
Preferred Qualifications
- Knowledge and understanding of state and federal statutes, rules and regulations governing insurance markets, HMO's, and CBPs and a comprehensive understanding of the operation of these entities
- Ability to recognize the public policy implications of a wide variety of issues and trends and identify relevant stakeholders and participants to engage for policy issues
- Knowledge and understanding of administrative and contract law, data practices, and investigative protocols
- Advanced knowledge of government policy development and implementation
- Familiarity with state agency budgeting practices and processes
- Skill in supervising, coaching and mentoring administrative and professional staff and effectively managing personnel issues as they arise
