POSITION: Regional Finance Officer
PLACE: Northwestern Regional Library Headquarters
HOURS: Forty (40) hours per week.
SALARY: Annual salary is $35,489 to $46,198, commensurate with experience and qualifications. At the end of a successful 6-month orientation period, the salary will increase by 2.5%. Benefits include paid holidays, vacations, and sick leave; membership in the North Carolina Retirement System.
DUTIES: The Finance Officer handles all accounting functions and related records concerning the receipt and expenditures of federal, state, county, and municipal funds. Duties also include preparation of financial reports which require the application of GASB’s generally accepted accounting principles and which are audited by an independent auditor at year-end. The Finance Officer also manages personnel functions and related records.
The Finance Officer will direct, organize, and control all aspects of financial management and personnel activities for the Library, including general accounting, payroll, planning, audit preparation, grant finance management, budget development, and human resources. This position oversees insurance and risk management and assure compliance with legal and regulatory requirements.
As part of the senior management team, the Finance Officer participates in the strategic planning, policy development, and leadership of the Library system. The person in this role must have the ability to work independently in high-pressure situations and have excellent communication and customer service skills. Applicants should possess a thorough knowledge of governmental accounting principles and of federal, state, and county fiscal regulations, policies, and procedures. The successful candidate will excel at attention to detail and have excellent organizational skills.

TRAINING/EXPERIENCE: Graduation from an accredited college or university with a Bachelor’s degree in accounting, finance, or a related field and 5 years of experience in local government or public service financial management. A Master’s degree in administration or library science and public library work experience is preferred. Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Public Finance Officer (CPFO) is desirable.
