Performs complex technical and skilled clerical work utilizing a variety of specialized programs used in the collection of delinquent tax debt. Application of specialize collection programs includes wage liens, banks liens, distress warrants, DMV restrictions, warrants in debt, State debt set off programs, bankruptcies, and initiation of legal action, all in compliance with the applicable local tax laws. Additional requirements include general knowledge in accounting principles used for payment processing, account reconciliation, and general ledger entry.
This position works directly with public in the collection of tax debt and should demonstrate strong customer service, and communication skills. All work is subject to review by the Treasurer or senior personnel. Performs other duties as assigned.

REQUIREMENTS/PREFERENCES:
Education
Required: Associate degree from an accredited college or a combination of education, training, and experience which demonstrates the ability to perform the work described, or any equivalent combination of education and experience which provides the required knowledge, skills and abilities.
Preferred: Associate or Bachelor’s degree in accounting, finance, business, or related field.
Experience
Required: A combination of education and experience in financial services
Preferred: Previous debt/account collection experience.

ESSENTIAL JOB FUNCTIONS:
- Self-disciplined and capable of identifying and completing critical task independently and quickly
- Strong communication, problem solving and analytical skills are required
- Collects and codes a variety of data for tax processing and delinquent collections
- Receives and records personal property delinquent and current year tax payments
- Processes delinquent pursuit actions, including but not limited to: penalty letters, distress warrants, tax liens, wage liens, debt set off claims, DMV actions, court judgments, and prosecution actions
- Checks and balances delinquent collection reports and general ledger aging reports
- Compiles data and prepares a variety of financial reports for management on monthly financial transactions including aging, outstanding balances, and collections
- Maintains accurate supporting backup documentation on financial transactions
- Initiates legal action on unpaid debts
- Initiates outbound collection calls in a professional manner while maintaining citizen relationships
- Operates a variety of office equipment and software systems including collections programs and accounts receivable systems
- Receives and records real estate delinquent tax payments as necessary
- Processes all additional miscellaneous revenues as necessary
- Assist with Debt Set Off, and Bankruptcy filings and payments postings
- Performs more general duties or special project assistance as required

Knowledge, Skills and Abilities
- Considerable knowledge of cash handling techniques, taxation terminology, office clerical techniques, computer utilization.
- Proficient customer service and communication skills
- Thorough knowledge and working capabilities with spreadsheet utilization, development, and data control
- General knowledge of bookkeeping protocols and basic governmental taxation
- Ability to perform arithmetical computations quickly and accurately
- Proficient 10-key capabilities.
- Comprehensive knowledge of office terminology, procedures, equipment and of techniques used in accounting and bookkeeping.
- Proficiency with Microsoft Office including Excel and Word
