Director of Contracts and Grants Management
GENERAL RESPONSIBILITIES:
Prepares, analyzes and manages budgets and accounting for grants and contracts in partnership with the Program Directors. Provide consultative services to Program Directors in the development, implementation and monitoring of the budget for government and private grants/contracts for Whitney M Young Jr Health Center. Develops and provides fiscal training to appropriate staff as necessary. Manages other financial-related activities as requested.
SPECIFIC RESPONSIBILITIES:
- Manages all financial processes, procedures, payments and reconciliation for multiple government and private grants/contracts, and private donation funds to ensure fiscal accountability of the programs including budget submissions, budget revisions and required financial reports according to applicable state and/or federal guidelines.
- Reviews purchase orders, payroll allocations, time and attendance reporting for grant/contract compliance and proper documentation. Coordinates data requirements for reporting with Director of Accounting.
- Prepares monthly, quarterly and annual expenditure/voucher reports as required. Reviews expenditure/voucher reports, analysis and projections with Program Directors, CFO and Senior Staff, including prompt notification of significant budget variances and recommends realistic and effective solutions to budget variances in accordance with state and federal guidelines. Prepares financial presentations as requested and in collaboration with Program Directors.
- Prepares journal entries recognizing grant revenue, reconciles grant receivables and follows up with grantor regarding outstanding grant receivables.
- Prepares budget revisions in a timely manner and in accordance with grant/contract requirements.
- Assists in the preparation of the annual health center budget by working with program directors to update staffing, revenue and expenses for grant programs that meet the grant requirements and health center budget goals.
- Monitors progress of all required applications and fiscal filings to insure deadlines are met.
- Maintains a strong working relationship with finance department staff, Program Directors, Grant Coordinator, Senior Staff, government and private grant/contract managers.
- Reviews and analyzes federal regulations, state laws and administrative requirements for multiple federal and state grants including using grant management association resources to formulate appropriate internal operating and fiscal policies, procedures and interpretations for federal and state programs.
- Reviews new federal policies that relate to funding grants and supervises the implementation of those policies. Establish and maintain best practices, procedures and guidelines for grant administration.
- Develops fiscal and operations policies, procedures and interpretive guidelines for grants and contracts including federal guidelines and reporting requirements. Establish and maintain procedures and guidelines for grant administration to include the control of government furnished equipment and all original documents according to grantor guidelines.
- Maintains familiarity with goals and responsibilities outlined in the work plans, grant, contract, and/or Notice of Grant Award especially as they impact budgeting and financial results. Coordinate federal/state financial site visits, audits required under the OMB Uniform Guidance, and fiscal audits including making available all requested documentation. Communicates with program director, senior staff, and fiscal staff the results of the audits, addresses any recommendations or requirements with proposed solutions.
- Acts as a liaison between various WMYHC staff, program directors and federal and state authorities in a manner that promotes good communication, efficiency and utilization of grant funds.
- Assists in the development of budgets for new grants and other requests for funding.
- Maintains fixed asset schedule and prepares depreciation journal entry and budget.
- Demonstrates balanced, well-reasoned judgment in decision making and communicates with management, employees and supervisors in an effective manner
- Demonstrates excellence in both internal and external customer service.
- Understands and is able to effectively communicate HIPAA compliance, corporate compliance and client confidentiality.
- Ensures and/or remains in compliance with local, state, and federal regulations.
- Adheres to the National Patient Safety Goals as defined by the Joint Commission and the Whitney M. Young Jr. Health Center.
- Completes other duties as assigned.
MINIMUM QUALIFICATIONS:
Master’s degree in Accounting with four (4) years of relevant work experience. May substitute a Bachelor’s degree in Accounting/Business/Healthcare Administration/Public Administration and at least five (5) years of relevant work experience. Work experience to include performing duties such as developing and monitoring budgets from multiple funding sources, analyzing budget data, grants management/reconciliation and statistical analysis of grant activities. Knowledge and experience in government or business management, accounting principles, practices, methods, and procedures. Federal financial grants management experience and in depth knowledge of OMB Uniform Guidance. Ability to initiate projects and works independently with minimal supervision; ability to organize & manage multiple projects/deadlines simultaneously, and work to meet deadlines. Excellent written and verbal communication, and computer skills to develop own quality written products and reports on Microsoft Office software including Word and Excel. Some out-of-state travel to conferences; valid driver’s license required.
PREFERRED QUALIFICATIONS:
Experience with DHHS agency grants management: e.g. HRSA, RWC, SAMHSA CDC and New York State grant/contract requirements.
